ARRA “Stimulus” Weekly Update, August 14, 2009

Federal Reporting:
OMB has released the Excel spreadsheet and XML schema that will be used for ARRA reporting, which is due October 10th. The documents are available from the Recovery.Gov site. The site also includes a set of ARRA Frequently Asked Questions and the ARRA reporting Data Dictionary., which are posted to the OMB Whitehouse website. As indicated in the Data Dictionary, the reporting element for “Activity Code” for grants and loans pulls from the National Center for Charitable Statistics.

Recipient registration with www.federalreporting.gov will go live at 12:01 a.m. on August 17th. Registration is the first step in the reporting process and it is anticipated the registration process itself should take ~5 minutes if the recipient DUNS number and CCR number (MPIN). Registration will continue through September 30th, with reporting officially beginning on October 1st.

Campuses are reminded to broadly communicate the whistleblower protections provided under Section 1553 of Division A, Title XV of the American Recovery and Reinvestment Act of 2009 (PL 111-5). Any non-federal employer receiving recovery funds is required to post notice of the rights and remedies provided under this section of the act. Please see the pertinent section of the recovery.gov website for more information on whistleblower provisions of ARRA.
