State/Federal Reporting:
The SPARC Post-Award Workgroup will have a televideo conference July 13th from 9:00-12:00. The “test run” of ARRA reporting proposed by OMB will be discussed. N.C. Office of Economic Recovery and Investment

OERI has issued Management Directive #5, Reporting Allegations of Fraud, Waste and Abuse of ARRA funds (http://www.ncrecovery.gov/reportFraud/default.aspx). Under this directive, OERI has established an in-take process for reporting fraud, waste and abuse and provides further guidance on which employees are protected by the whistleblower provisions of ARRA. Recipients of ARRA funds are required to post notice of the rights and remedies provided under Section 1553 of the ARRA. UNC-GA has posted Management Directive #5 to its recovery webpage. Campuses should take steps to post the notice of rights and remedies (Directive #5) to their own websites and to otherwise notify personnel associated with ARRA funded projects of these rights and remedies. UNC General Administration has received a waiver from OERI for Management Directives 1, 2 and 3 in regard to ARRA student financial aid and ARRA awards received directly from federal agencies (contracts and grants). The same waiver applies to other memos issued from OSBM and OERI. However, to facilitate other reporting requirements, campuses have been instructed by UNC-GA to establish “flags” or “fields” in their accounting systems to allow for the identification of all ARRA funded awards. In other words, there should be a mechanism in place to designate ARRA contracts and grants as ARRA funds in financial systems, in order to meet future reporting requirements. (NOTE: separate instructions will be communicated to campus CFOs regarding ARRA State Fiscal Stabilization Funds.)
