ARRA “Stimulus” Weekly Update, April 8, 2009
Weekly Submissions. Information on ARRA-related proposals, preliminary notices of award or actual awards should be submitted to Sarah Smith, with a copy to Courtney Thornton, on a weekly basis by 12:00 p.m. on Thursday. The submission time coincides with the time frame for submitting materials to be discussed at the UNC-GA Council meeting on Monday mornings.
Federal Reporting. The Office of Management and Budget has issued two important documents that address recipient reporting requirements under ARRA:
On April 3, 2009, the Office of Management and Budget (OMB) issued “Updated Implementing Guidance for the American Recovery and Reinvestment Act of 2009” (M09-15). This memorandum transmits the second installment of government-wide guidance for carrying out programs and activities enacted in the ARRA. The document is lengthy and some sections are specific to federal agency operations. Certain sections hold relevant information for potential recipients, including Section 2 (Agency Plans and Reporting), Section 5 (Grants and Cooperative Agreements), Section 6 (Contracts), Appendix 8 (Interim FAR Rules) and Appendix 9 (Interim Final Guidance for Federal Financial Assistance). The OMB has issued a Federal Register Notice (74 FR 14824), “Proposed Collection, Comment Request, April 1, 2009.” This Federal Register Notice describes the proposed standard data elements for reports under section 1512 of the American Recovery and Reinvestment Act of 2009. Some of the proposed data elements (see Sections 2 and 3) will reside outside financial systems, with some data being dependent on faculty input and other data coming from first tier subrecipients. The Federal Register Notice is attached to this weekly update. UNC GA will be collecting comments from campuses on both the OMB Guidance Document and the OMB Information Collection Activities: Proposed.” The compiled comments will be submitted to the American Associate of Universities and the Council on Government Relations. II. Stimulus Resources
UNCG Efforts. UNCG has created stimulus site that features an updated list of funding opportunities and other important notices. Following is the URL: http://www.uncg.edu/rsh/stimulusinfo.html.
NCSU Efforts. The North Carolina Solar Center has developed an online resource for “Energy Technical Assistance at NC State.” The site serves as a “knowledge database” for citizens, businesses and government agencies that would like to partner with NC State to define energy efficiency and renewable energy opportunities. http://www.engr.ncsu.edu/ncsc/energy-stimulus.
III. Agency Activity
The Office of Management and Budget has issued memorandum M-09-14, Recovery Act Implementation, Improving Grants.gov and Other Critical Systems. In this memorandum, OMB provides agencies the opportunities to seek waivers from using Grants.gov as the required mechanism for submission of ARRA related proposals. Agencies are still required to post the synopsis for all ARRA funding opportunities on Grants.gov. Check the specific proposal guidelines to determine the submission requirements. The National Oceanographic and Atmospheric Administration has submitted its recovery plan to Congress. The agency’s plan can be found at the following URL: http://www.noaanews.noaa.gov/stories2009/20090407_recovery.html.
The National Institutes of Health (NIH) has issued Notice # NOT-OD-080 “NIH Award Terms and Additional Information for Recipients Receiving Recovery Act Grant Funds.” The notice is designed to explain the new business process required under ARRA to accommodate the separation of ARRA funds and recipient and agency reporting requirements.
